City Color Cosmetics is one of my favorite budget beauty brands...their products are consistently high-quality and the prices are phenomenal for what you're getting. The only thing is, the full line isn't sold in stores and although you can find certain items at places like Five Below, it's never a guarantee. So the only way to get exactly what you want is online. Until now, their free shipping minimum was $50, which was pretty steep considering how inexpensive their products are, but this week, the minimum was lowered to $25!
